Bulletin Board Date and Time

I'm on Est but I seem to be like 6 hours off from the date and time stamp on the bulletin boards. Are the bulletin boards located overseas or something just trying to figure out why I'm so far off...

Site is in Dallas TX. did you set your time zone in User CP?
