I just thought it might be a nice idea to compile a tweak.html with a comprehensive list of tweaks. From maximum FPS, to maximum quality.
Both of course, with best latency.
A list of commands for each, with a nice, dumbed'down explaination of each etc. I'm more than willing to get this started if people show interest in it.

Okay, so who's going to take lead on this project? :)

I think khardbored volunteered in his post. We can sticky it once it's fairly fleshed out.

I'll get started ASAP. Need to finish hooking up my new Logitech 5.1's, tweak them a bit, then fire on some Deftones and I'll get busy with this guide. I'm going to make i a .txt and you all can stickalize it.
Few hours or so, so I can lookup various commands and test a few less known ones on a few of my machines here at home, get a feel for the commands on different machines.

Might have to wait until tomorrow. I am dead tired. I installed those speakers, jumped on the server for a bit (could have really used an admin) and then exhausted myself. I have already written some, I will paste it here. Might as well let it get some use before I finish it.
Note: This is, by NO means, anywhere near complete. I wrote this up in less than 5 minutes. But sleep depro owns me. Expect a lot more within a day or so.
Counter-Strike: Source Tweaks
I have compiled this list of tweaks from various sources and tested them on 3 separate machines to get a feel for the different outcomes one might expect. None of these commands are malicious in nature nor will they harm your CS:S/computer in any way. These are all tried and true solutions.
But please note that John might have a better experience with X command than Joe. So just play around with them and see what works out best for you. The graphics tweaks section is split up into Quality and Performance. Quality will yield the best possible visual quality, ignoring all demands for higher FPS. So unless you have monstrous hardware, don’t really worry about these. The other graphics tweak will be for Performance. These are pretty much for all of us hardcore, competition gamers who want the maximum possible FPS without regard to quality.
Graphics Tweaks:
Quality Settings for higher visual quality.
• cl_ragdoll_collide (1,0) This will enable ragdoll collisions. Basically, it allows bodies to fall on top of one another without clipping. This really has no impact on performance, albeit a few extra CPU cycles.
• Cl_c4dynamiclight (1,0) This just enables a pretty flashing light for the bomb. Once it is planted the bomb will have a flashing glow around it. It helps to locate the bomb in those dire times we can’t seem to find it. This also has no real impact on performance other than a few CPU cycles.
• mp_decals (0, 4096) This sets the amount of decals that are displayed at a given time during a match. Decals are things such as bullet holes in the walls, blood sprays, grenade blackening of the floors, etc. Maxing this out can have an effect on your ping as well as your CPU due to having to display X amount of decals at any given time.
• r_lod (-5, 5) This command renders models based on distance. -5 being that it renders the best looking models at any distance. The latter being the opposite.
• r_decal_cullsize (1, 0) This just makes decals visible at any distance.
• mat_mipmaptextures (1, 0) This command renders the best possible texture. Has a significant play on visuals and GFX.
Performance settings for faster game play.
• cl_ragdoll_collide 0
• cl_c4dynamiclight 0
• mp_decals 0
• r_lod -1
• r_decal_cullsize 0
• mat_mipmaptextures 0
• mat_dxlevel 70 or 80, 81 90
• r_rainradius 0
