So read the following steps and if you can make it to the end you passed at least one test. The ability to read throughly which is already better than a vast majority of people.

Step A:
To join an Alliance you need 1 unused Diplomacy Point. When you build a level 1 Embassy (see building picture above) you get 3 Diplomacy Points, which can also be use to make a Military Treaty or a Trade Treaty with other players. You do not "spend" those points, you just allocate them for the time being. You can always break the treaty at any point an get back your diplomacy point. If you need more Diplomacy Points, you would have to upgrade your Embassy.
Before you can unlock the Embassy, you have to research Foreign Cultures which is under Seafaring, and to get to research that, you need to meet all the dependencies:
Goal: Foreign Cultures (Seafaring)
Prerequisites
Seafaring: Carpentry -> Deck Weapons -> Ship Maintenance -> Expansion
Economy: Conservation -> Pulley -> Wealth
Science: Well Digging -> Paper -> Espionage
Military: Dry-Dock
Once you are finished researching Foreign Cultures then you may build a lvl 1 Embassy. Once it is finished building continue to Step B below.
Step B: Going through the motions.
1. Open your town view. Click on your embassy:

Take this opportunity to read our Expectations and Goals for our members in the screen shot example below.
If you strongly disagree with what is written I would suggest stopping right now.

On the far right, there will a column labeled "Actions," underneath which you will find 2 small icons. Click the one on the right, the two shaking hands (3).

1) Your total points
2) Number of Towns and Coordinates of each.
3) Size of army and navy.
4) And write something nice to the Home Secretary.
Then press the Submit button and wait for a reply from the Leader or Home Secretary of the alliance.
