This seems a most appropriate place to post this thread. And in the spirit of how we game in the Digital Marines. So to the point:
We too enforce the rules on our Insurgency servers by banning griefers. (dont' get many cheaters on, but I did catch one with a speedcheat, no less) We have been complimented on our policy of enforcing rules, and there are a small number of pleasant servers on which people do enforce them. We currently have one public INS server up and running, but will be getting a second close the beginning of next month.
With that in mind...
I have proposed a community ban list with some of our friends and "allies" (and occasional scrim opponents) in INS. Which means that probably something like once a week or so we post our servers' ban lists which show the steam numerical ID's for all those who have been perma banned for griefing. And likewise, sharing our list with several other groups/server admins, we would add those ID's that you and a few others post. So when someone griefs on any of 6-10 servers, they get the boot from all of them.
I would like to ask here, if you are interested in participating, and hope you are. The list for our server is posted in the public area, so if you are interested, you can post there, or answer this thread, I'll check back again soon.

An extra note, regarding what we consider griefing:
"Griefer" in this context was acting generally in any asshat fashion that would warrant a permanent ban. This list would include, but not be exclusive to:
TK'ing excessively by camping your own team's spawn. (happened in steamfriends the other day, grabbed the two steam id's and put them on the list)
Being abusive to other players in the server, through racist remarks, insults, etc
Cheating
Mic spamming in an offensive manner (had a guy the other night holding the talk key for several minutes, laughing hysterically, and making rude comments, goading his team-mates to try to do something about it)
Consistent breaking of server rules (usually first offences come with a warning, repeats with a time-based ban, but the persistent get a perma-ban, depending on the offence)
an example being spawn camping the other team
If you'd like to add to the list.. great. can't think of any more at the moment, but that covers a lot I think.
