I know the mod tools haven't been released yet for CoD4. Not sure why though.

I don't believe they are making any mod tools. From what I've heard they sorta fell short on that this time. There are obviously people modding it out but they are either going through lines of code or coming up with their own mod tools to do it.

On that wavelength. I think everyone should email Infiinity Ward and complain that there is not compass that at least shows direction in the hud.

That is the meaning of vanilla but I dont know the answer to your question. Typically though I would think that it would need to be vanilla to remained ranked.
Otherwise, someone could make a mod to rank you up in 1 day or something like that.

I believe that ranked servers can use modded maps but not modded engine or game types. Just a guess.
