This is for my granny and all she needs is dial-up to check email and occasionally go to a website. No burners, no graphics card, etc.
Simple, plain and CHEAP.
Refurb...
Surplus....
Used even.

Fry's usually has some cheap PCs - http://www.outpost.com/
There's probably used computer shops in your area too... can also look up Best Buy or CompUSA and see if they have any sales on eMachines or similar brands. I got an eMachine from CompUSA for $150 a couple of years ago.

I was going to suggest Wal-Mart too. They have some pretty nice computers for sub $400. I don't know how cheap you want to go.

Dell has a few back to school specials right now. There is a phone in deal I believe that puts the cost at about $400 for everything you need including a 56k modem.
