Approximately 98% of these are garbage, or of insignificant improvement. What, exactly, needs optimizing?

I used one that mixed up files in a certain way which made them easier to find/read and that somehow made my old computer go slightly faster:dunno:
Forget what it was though

The best optimization you can do is to defrag your hard drive, which, from the sound of it, is all Steven's program did. Steer clear of anything that professes to optimize your memory. Also keep in mind that a lot of these programs come bundled with adware. Try them at your own risk.
