What they mean is that there is a teamspeak server (http://www.goteamspeak.com/index.php?page=downloads) for the community. Teamspeak (TS) is a voip program that is usually run in rhe background while playing games, epecially online multiplayer. It is equivalanet to ventrillo if you have heard of that.
