How hard would it be to make? I've seen some sites that have them, just didnt know if it was possible to get here? Maybe make it to remove av's and sigs? I also have a couple other "enhancements" that could made to that as well :D , but those two things are my biggest concerns.

User CP, Edit Options, Thread display options. Uncheck Images, Avatars, and Signatures...
